Nineteen children were found in a cold and dirty apartment on Keystone A venue in Chicago in February of 1994. Police officers who found the children were shocked by the conditions - cockroach and rat droppings covered the floor, bowls of rotting food were crawling with bugs, two toddlers shared a bone with a dog and a boy showed evidence that he had been burned. The children lived with their birth mothers - six women who shared the flat and supported themselves by collecting $4,692 each month in government welfare.

The nineteen children were taken into government custody and moved into foster homes by police that night. Immediately, the mothers tried to get their kids back. Five of the mothers were tried in court and found guilty of child neglect. The sixth pleaded guilty to child abuse and remains in prison.

However, such convictions do not automatically cancel a parent's right of custody of a child. In the early 1920s, too many families were split up simply because of poverty. So, for the past thirty years, every possible attempt has been made to preserve families. Parents are offered counselling, job training, child rearing classes and drug treatment.

All the mothers were given a chance - and failed to use it. There were chronic no-shows for appointments with the counsellors, frequently skipped visits with their children, and refusals to give up drugs. The children, on the other hand, were sobbing at the idea of returning to Keystone. In 1997, Judge Lynne Kawamato terminated the birth mothers' parental rights, declaring them unable, unwilling, or unfit to be parents. Only then could the children be adopted.

This case started a widespread debate about whose rights are more important - the rights of the six birth mothers to keep their children or the rights of the children to be brought up in safe and loving homes.

Judges are still very cautious about splitting up families, some may feel they owe birth parents the right to have another chance, but in cases of extreme child abuse or neglect should families be kept together, or is it better for the children to be taken away and placed with loving adoptive families?

In 1997 Congress answered this question by passing the "Adoption and Safe Families Act". This law says that efforts to reunite families do not need to be made if the child has been subjected to abandonment, torture, chronic abuse, or sexual abuse, if the parent has killed or assaulted another one of his or her children, or if the parent's rights to care for a brother or sister have been terminated.

Life as an Irish American

For many US citizens, 17th March every year is a very special day. It marks the celebration of Saint Patrick's Day for the Irish Americans who make up a large percentage of the population in many North American cities. Between 1850 and 1930, over 35 million people from all over the world immigrated to the US (1)______ a new and better life. Four and a half million of these immigrants came from Ireland. Most of the Irish did not have enough money to buy land, farms and equipment, so the majority remained in the East Coast cities such as Boston and New York. The Irish settlers preferred to stay together in small "communities", as immigrants usually do. The Oscars, born and raised up in Hollywood, are awarded annually
by the American-based Academy of Motion Picture Arts and Sciences.
They are now regarded as if the most important and glamorous prize
in the motion picture world.

At the beginning of March 2000 a careful preparations were
under way for the 73rd Academy Awards ceremony which is held on in the
Shrine Auditorium, the Los Angeles. On March 8 something unexpected
had happened. The entire shipment of 55 gold-plated statuettes went missing.

A few days after they were disappeared, a junk salvager found 52
the missing gold statuettes, still in their boxes, behind a supermarket
in the Koreatown district. He turned them in over to the Academy of Motion
Picture Arts and Science, winning 50,000 dollars and 15 minutes of a fame.
Several days later another missing Oscar showed up in the office of
a celebrated Los Angeles lawyer who decided to sue the Los Angeles
Police Department.

He says that Anthony Hart, a worker for Road Express, was quietly held
in prison for two days. The police didn't have no evidence that he had taken
part in the theft. Nevertheless, Hart would lost his job and his reputation
was ruined. He seeks unspecified damages. This story is worth of making
into a Hollywood comedy.
